UK Government, and Public Sector as a whole, including local government, has a long track record of using external resource support to deliver front line, middle, and back office objectives. In fact, it could be argued that in times of high ‘churn’ in Government, the Big Four consultancies have better corporate memory than the civil servants who engaged them.
When used well, consultancies and temporary staff (contractors or freelance) can be a flexible and cost-effective part of the workforce, needed to bring specialist skills to bear in the short term. They can enable Departmental transformation, not least because they come with the promise of independence.
